The workshop Climate Change Negotiation for Policy Makers from ASEAN Member Countries took place on 18-19 June 2014 in Hanoi, Viet Nam. The event was a part of the series of workshops contributing to the Asia-Europe dialogue on climate change issues in preparation for the upcoming Sessions of the Conference of the Parties to be held in Peru and France in 2014 and 2015 (COP20 and COP21). It focused on addressing regional understanding challenges on climate change with a focus on negotiation processes. It was designed for ASEAN diplomats involved in the international debate.

The ASEAN community was represented by 2 participants from respective country. The French Regional Delegation and the ASEAN Secretariat – with the support of French Embassies in the region – has selected the participants. ASEF provided experts from its Political and Economic Department and other partnering think tanks.

The workshop used participatory methods to ensure possibilities of interactions with all participants. Presentations on the status quo of climate change talks complemented small group work and triggered discussions.

Next, the simulation module designed to mirror the difficulty of real life multilateral negotiations was introduced in order to present an articulated and challenging scenario that participants will have to unknot in a constructive way. The scenario was based on objective and up-to-date data contained in a manual on climate change negotiations status quo of ASEAN countries prepared especially for the purpose of this training. Participants will be finally asked to produce a mutually agreed declaration on climate change priority issues that need to be tackled through collective regional action.

This training was a result of a joint collaboration between the Asia-Europe Foundation (ASEF), the Hanns Seidel Foundation – Viet Nam, the French Regional Delegation for Cooperation with ASEAN and the Ministry of Foreign Affairs of Viet Nam.
