OVERVIEW
The Asia-Europe Cultural Partnership Initiative: Film (AECPI: Film) was introduced to respond to the increasing growth and needs of the independent film sector. It provided funding for Asia-Europe collaborations between individuals and organisations, as well as supported capacity-building for film producers, directors, critics, and scriptwriters. Film institutions, associations, organisations, and festivals were invited to propose quality and relevant bi-regional programmes for the ASEF’s consideration.
Assisted by an expert jury comprising Lorna Tee (Hong Kong), Jung Soowan (Korea), Jérémy Segay (France), and Maciej Nowicki (Poland), the ASEF accepted proposals for three film projects in 2010:
1. “Raiding The Archives”
Partner Organisations: Project 304/6th Bangkok Experimental Film Festival (Thailand) and University of Westminster (United Kingdom)Project Summary: A team of international curators will research audio-visual archives in Indonesia, Malaysia, Vietnam, China, Thailand, Hong Kong, the Netherlands, and the UK for the purpose of raising awareness about the importance of archives in Asia and Europe. This Asian-European team of curators will collaborate on moving image programmes that capture histories at the margins, making a case for looking at history anew by discovering contingent details in the images. The results of this research will be published in the catalogue of the Bangkok Experimental Film Festiva in 2011.
2. “Human Frames”
Partner Organisations: The Substation (Singapore) and Lowave (France)Project Summary: The Human Frames cycle presents a series of 10 film programmes examining the human condition through experimental film and video art. Comprising both contemporary and archive images from across Asia and Europe, this project is inspired by the ancient theory of humoralism as means to analyse human character. It depicts the timeless and universal panoply of human tempers that lie beyond national, social, and cultural affiliations.
3. “East Meets West” Film Forum
Partner Organisations: Arts Council Mongolia (Mongolia)Project Summary: The Forum’s goals are to facilitate and augment international networks and partnerships between Asian and European filmmakers, and to provide Mongolian filmmakers with the opportunity to network internationally, learn more about their craft, and enhance their skills.The Forum will discuss and highlight the current challenges faced by the film industry in Asia and Europe and will be accompanying a programme of public screenings, panel discussions, and master classes.
