The seminar was one of three meetings in the cultural policy dialogue series planned by the ASEF in the run-up to the 5th ASEM Summit. Prior to this event, ASEF organised the ASEARTS Asia-Europe Arts Promotion Agencies Network in Singapore in November 2003 and the Seminar on Cultural Policy in Bangkok In June 2004. Consolidated reports of these dialogues were submitted to the 5th ASEM Summit through the Vietnamese Ministry of Information and Culture.
