9th ASEF Public Diplomacy Training (ASEFPDT9)

Lecture Series and Peer-to-Peer Programme

Overview

The ASEFPDT Lecture Series & Peer-to-Peer Programme is curated for diplomats who have recently joined the foreign service (preferably with 0-3 years of work experience). Up to 50 participants will be matched via a formal set-up (Asia-Europe tandem) over the course of 4 weeks. Participants will be required to attend all the lectures in the series and will work on assignments with their regional counterpart.

The ASEF Public Diplomacy Handbook Second Edition: Communicating with Purpose and Value (the Handbook) will serve as the key reference material for the entire Programme. The Handbook’s expert contributors will further demonstrate their knowledge of public diplomacy and communications by providing live lectures for the successful applicants for the Programme.

Methodology

What does a typical session look like?

  • Participants will be required to read in advance the book chapter related to the lecture topic of the session. They should prepare their responses to the “questions for review” that can be found at the end of each chapter and discuss them during the breakout session.
  • Each participant will be matched in turn with another participant for every new session. Each pairing will be given 30 minutes to briefly know each other’s professional background and discuss what they have learned from the required reading.
  • Participants will then attend a lecture for an hour, after which they will be given another 30 minutes to ask questions. Within this period, they may also be given informal exercises in small groups.
Target participants (up to 50) 
  • ASEM diplomats who have recently joined the foreign service, preferably with 0-3 years of work experience
  • Representatives from government agencies (culture, tourism, trade and investment, etc.) or international organisations with no more than 3 years of work experience in public affairs or communications, or a related field

ASEF will shortlist and select the participants based on their experience and suitability for the Programme.

Please take note that the Programme is only open to applicants between 22 and 32 years old. Before applying for the Programme, please ensure your availability and that you can commit to attending all the sessions for the best interest of everyone.

Trainers’ Profiles
  • Dr Corneliu Bjola is Associate Professor in Diplomatic Studies at the University of Oxford and Head of the Oxford Digital Diplomacy Research Group. He also serves as a Faculty Fellow at the Center on Public Diplomacy at the University of Southern California and as a Professorial Lecturer at the Diplomatic Academy of Vienna. His research addresses the impact of digital technology on the conduct of diplomacy with a focus on public diplomacy, international negotiations, and methods for countering digital propaganda.
  • Dr Paweł Surowiec is Senior Lecturer at the University of Sheffield, UK, specialising in strategic communication, public diplomacy and political campaigning in the context of European politics. His research focuses on the themes of digital politics, identity politics, political participation, populism, and the impact of illiberalism on democracies.
  • Dr Sol Iglesias is assistant professor of Political Science at the University of the Philippines and is the author of several publications on Asia-Europe relations. Seconded by the Philippine Department of Foreign Affairs, she was the first female, Asian, and Filipino Director for Intellectual Exchange at the Asia-Europe Foundation (2009-2012). 
  • Dr Kadir Jun AYHAN is Assistant Professor of International Relations at Ewha Womans University Graduate School of International Studies. His main research interests include public diplomacy, international student mobility programs, power in world politics, and Korean foreign policy.
  • Dr Alison CARROLL is founding director of Asialink Arts, the main organisation for cultural exchanges between Australia and Asia from 1990-2010, is currently a Senior Research Fellow at the Victorian College of the Arts. She has worked as a curator, writer, arts manager, academic, teacher and advisor on policy and projects focused on Asian and Australian art and cultural exchange.
  • Dr Ilan MANOR is a digital diplomacy scholar at the University of Tel Aviv and a member of Oxford University’s Digital Diplomacy Research Group. Dr MANOR’s work focuses on examining how digital technologies impact societies and, in turn, diplomatic institutions. He has investigated the digital diplomacy practices of many states including Iran, Israel, Russia, and the US.
  • Dr Damien SPRY is a lecturer in media and communications at the University of South Australia. His research focusses on digital influence campaigns in international contexts, including digital diplomacy, strategic communications and interference campaigns, and the impact of information disorder (misinformation, disinformation and mal-information) on international relations.
