When we talk about the growing role of culture in international relations, are we simply talking about cultural diplomacy in a new guise? What roles for new state actors (such as cities and regions) and non-state actors (such as networks, foundations, artists and arts administrators) in international cultural relations? How can we ensure balanced cultural exchange and equal partnerships, while fostering connectivity in Asia & Europe? These questions are high on the agenda of Asian and European Culture Ministers who will meet at the 8th ASEM Culture Ministers’ Meeting (ASEM CMM8; 1-2 March 2018, Sofia, Bulgaria), being organised in the framework of the Asia-Europe Meeting (ASEM).
To channel civil society inputs into this Ministerial Meeting, ASEF is organising a policy panel: From Cultural Diplomacy Towards Cultural Co-operation: What Future Directions for Asia-Europe Relations (28 February 2018, Sofia, Bulgaria), during the Senior Officials Meeting (SOM) of ASEM CMM8. Key messages from the panel discussion will be presented to ASEM Culture Ministers on 2 March 2018.

ASEF attends the biennial ASEM Culture Ministers’ Meetings (ASEM CMMs) and closely follows the discussions at these Ministerial meetings. Further, ASEF facilitates dialogue between civil experts and government officials on topics of mutual interest inspired by ASEM’s cultural agenda.
