Workshop: Improving The Role Of The Police

The Democratisation and Justice Series provides a platform for Asia-Europe exchanges in the field of democratisation and justice through dialogue between civil society and policymakers, with a particular focus on transitional countries.  The focus in events is based on practical elements and experiences, leading to the development of best practices. These case study best practices form the basis for policy recommendations.

The workshop on “Improving the Role of the Police in Asia and Europe” was organised in partnership with the Hanns Seidel Foundation Indonesia and the Developing Countries Research Center, University of Delhi to examine the existing oversight mechanisms in Asia and Europe and their role as a mediator between the constabulary and local communities. Furthermore it looked at inter-sections between civilian (external) oversight, internal disciplinary mechanisms and other accountability/incentive structures in policing as well as rules of engagement for the police and best practices to enhance police and community partnerships.

The collection of papers in this publication reflect that policing cannot be seen in isolation; it is integral to the whole criminal justice and security system. Taking into account the new challenges to the security system there is a strong need for a more balanced approach to the role of the police.  Police-community partnership in Asia and Europe can be enhanced through institutionalised consultation with all stakeholders.
