ASEF Book Launch on Good Policing: Instruments, Models and Practices

Highlights:

  • Briefing highlighted the need for integrating international human rights standards with national policing practices
  • Publication will be launched in Jakarta on 28 April 2011
  • Bahasa version of the handbook to be used by the Indonesian National Police’s training academy

The European launch of the publication ‘Good Policing – Instruments, Models and Practices’ took place on 15 March in Brussels. In Asia, the book will be launched at the Hotel Sari Pan Pacific in Jakarta on 28 April 2011. Aside from the English version, the book will also be published in Bahasa Indonesia. The Indonesian edition will carry a foreword by Mr Nanan Soekarna, Inspectorate General and Commissioner General of the INP. The launch in Jakarta will be followed by two panel discussions. Mr Harris Hasyad from the Commission for the disappeared and victims of violence, Indonesia, will be one of the panellists.

In Brussels, it was part of the briefing ‘Quis Custodiet Ipsos Custodes? (Who will Guard the Guard themselves) Asian and European Experiences in the Security Sector.’ The event, organised by the Asia-Europe Foundation (ASEF) and the Hanns Seidel Stiftung, highlighted the need for integrating international human rights standards with national policing practices.

About the authors

The authors of the book, Prof. Dr. Monica den Boer (Police Academy Netherlands) and Dr. Changwon Pyo (Police Academy Korea), were both present at the Brussels launch. They highlighted key messages of the publication such as improving police ethics and compliance with international human rights standards. They also drew attention to existing policing practices in Asia and Europe.

Police presence

Held at the Permanent Representation of the Federal Republic of Germany to the European Union, this event was attended by Atty. Raul Bacalzo (Police Director General, Philippine National Police), Rafendi Djamin (Indonesian representative to the ASEAN Human Rights Commission), Roland Schäfer (Minister, Permanent Representation of the Federal Republic of Germany to the European Union) and other eminent representatives from different European institutions. Participants had the opportunity to discuss challenges in implementing ethical policing standards.
